Metal drums outside New York Times

Living and working next to The New York Times for many years now, I noticed the other day they were moving out to their old building on 43rd street and into their new building on 8th avenue between 40th and 41st street after around a century on 43rd street. All signs are gone that they ever lived there. They have cleaned their logos off the clocks, the huge lighting bulbs that lined the street and even the doorways. Signs on the front door say closed and directs you to their new building that some critics rave about, but I think looks like the worst designed building I have ever saw. But is this new building toxic ? Lining the walkways signs warn you : DANGER...LEAD REMOVAL...NO ACCESS... Inside a locked gate there are metal drums that I just wonder what is inside them and why so close to the sidewalk where anybody could gain access with a little work. If there is Lead Removal going on why are the sidewalks even opened ? Is there a danger to the public that no one is telling us like the World Trade Center? And didn't their permit expire ?
